The short answer
Foreign residents should use the Department of Land Transport's current process for a Thai licence and confirm the documents required by the chosen office. An international driving permit normally accompanies a valid domestic licence and is not a permanent Thai licence. Car and motorcycle authorisation are separate, and insurance can be affected when the driver lacks the correct class.

The route can involve eyesight, reaction, colour, theory and practical requirements, with treatment of an accepted overseas licence depending on the DLT process. Use current official training material rather than relying on an old forum checklist.
Learn Thai road signs and local rules even if a test is waived. Legal entitlement does not remove the need to adapt to left-side driving, motorcycle density, wet-weather braking and different road behaviour.
Align the licence with the vehicle and policy
Before buying or renting, check registration, tax, compulsory cover, voluntary insurance, authorised drivers and permitted use. Photograph rental condition and read the collision excess and motorcycle exclusions.
