Not available as a new-arrival solution. ShopeePay Thailand announced the discontinuation of all foreign users' wallet accounts from 31 January 2025.
Who it suits
ShopeePay's official Thai help-centre notice says foreign-user accounts were discontinued. Current app screens and support should control if policy changes later.
Safer setup sequence
Do not follow old foreigner registration instructions.
Do not send money to anyone offering to open an account using another identity.
Use another wallet or a Thai bank application for QR payments.
Use Shopee's currently offered checkout methods separately from ShopeePay Wallet eligibility.

Shopee marketplace payment options and ShopeePay Wallet eligibility are separate questions. The wallet is not a foreign-arrival scan-pay solution under the published policy.
